十七大报告中指出,完善党的地方各级全委会、常委会工作机制,发挥全委会对重大问题的决策作用。推行地方党委讨论决定重大问题和任用重要干部票决制。票决制是现代民主政治的一种基本的程序制度,也是体现党内民主、实现集体科学决策的重要手段。改革开放以来,我党在以票决制进行党内重大问题决策中经过不断探索,已初步形成了一些富有成效的方法、程序和制度,但是还存在一些不完善之处。本文以浙江省椒江市的发展模式为例,以探寻票决制在实践中所存在的问题。

It is also an important means to embody inner-party democracy and realize collective scientific decision-making. Since the reform and opening up, our party has made some initial achievements in some effective methods, procedures and systems in making decisions on the major issues within the party by the system of votes and votes, but there are still some imperfections. In this paper, the development model of Jiaojiang City, Zhejiang Province as an example, to explore the voting system in practice the problems.
