The development process of Vietnam抯 non--state economy is full of twists and turns. I U was incorporated into the state sector during the centrally planned economic machanisw.The Sixth National Congress of Vietnam抯 communist party, held in December 1986, initiated an overall economic renovation 1)01 icy ,popularly known as 昑)oi moi? But the non梥tate economy has been faced with many difficulties. for example, the prejudice and resttieiorl of government ,captical problem and so on .in 1998.,After South梕ast Asian finance crsis, the state enterprises are going bankrupt , the whole national economy slumps.
