该文认为,合理性与正义性是政府行为的伦理基础.效率原本只是一个经济学的概念,但随着社会文明不断向前推进,就逐渐被赋予了经济伦理学的含义.因此,作者将它作为评判政府行为范围的伦理原则,认为政府主体在社会体系中的最佳行为范围能够使社会的总体运行效率达到最大值,这是最具有伦理意义的.由于政府是人格化的组织,它的强制性行为易于扭曲其目标取向,导致其行为失范.因此,作者把正义性作为评判政府行为目标取向的伦理原则,并将政府自身最大化目标追求假定分为四种,按该原则评判,就会得出四种不同的伦理评价结果.另外,该文还对市场经济发展过程中出现的三种基本的政府行为模式进行了合理性比较与分析.
