E-Hovemment iS essentially about managing people.The author presents factors which
make use of mobile communication to stem interest and an effective means of
governance A dominant factor is infrastructure which determines quality and availability
of altematives.The scope for alternatives also proves to be an important constraint.The
author suggests that the measurement of effects of e-Government should include analysis
of constraints in management that the government is facing.This paper will discuss how
e-Government achievements can be implemented by adopting a mobile backbone
resulting in a transparent system of governance whilst identifying the draw backs to
achieving this change.If the adoption is fully implemented how it will affect corruption
