为有效助推浙江省城乡统筹发展进程,浙江省财政紧紧把握城乡统筹发展理念,突出重点领域和关键环节,不断完善城乡统筹的政策体系,着力推动城市基础设施向农村延伸、城市公共服务向农村覆盖、城市现代文明向农村辐射。为进一步构建起城乡互动、互补、互促的和谐新格局,需要本着务实创新的理念,以制度、体制机制创新为抓手,积极有效地发挥公共财政制度驱动力和政策支撑力。本文总结了“十一五”期间浙江省财政在城乡统筹发展进程中的务实探索,提出了“十二五”期间如何根据新任务、新要求,因时、因地、因需地更新扶持理念,抓好扶持的重点。
