Bridge infrastructure forms a significant proportion of the transport asset and is the responsibility of the Road Controlling Authority (RCA).Broad principles of asset management require RCAs to be accountable for asset condition,asset use and performance.In addition to this RCAs need to show compliance with program delivery requirements.Bridge measures allow RCAs to monitor and report achievements in meeting these two aspects allowing them to show accountability and governance.Bridge condition measures and indicators are well developed but recent audits and reviews by audit and funding agencies,United States Government Accountability Office (2008),have highlighted the need for an improved focus on transparency and accountability.This study has not had the advantage of knowing the specifics of the delivery program and hence has adopted a more generic approach to the delivery program expectations.
