受传统产业结构与能源结构影响,中国生态环境问题日益突出.十三五规划提出的十大目标任务中,首次加入“加强生态文明建设”.在此背景下,加快构建绿色金融体系、运用市场化机制引导社会资源配置、加大绿色产业投入力度,己成为各方共识.绿色债券作为绿色金融体系的重要组成,是绿色企业及绿色项目的重要融资渠道,将有效撬动社会资本参与绿色经济发展,助力国家经济的绿色转型.但相较于国际绿色债券市场的快速发展,中国绿色债券市场刚刚起步,发展潜力巨大.自2015年底绿色债券市场正式启动以来,绿色债券市场稳步扩容,发行规模己突破千亿元.本文结合当前绿色债券市场发展背景,对现阶段绿色债券市场运行特点及第三方评估重要作用进行详细分析,并对未来绿色债券市场进行展望.
