Quality is the connotation of higher education.It was brought with higher education.The reason of higher education quality becoming social focus issues it was that this related to period of changing from elitist education to popular education.The jumps and breakthrough in higher education lead to argument between quality improvement and quality downgrade.This argument is shaped by complicated reasons, such as idea of quality, difficulty for graduates to get jobs, lack of education fund, low ranking of university in the word and so on.However, the core of argument is the fundamental changes for higher education which is served.This paper reviewed the discussion and argument on the issues of higher education quality in the different period.It has the important practical significance for in-depth study of higher education quality issues, finding the crucial reasons of argument for higher education quality, and improving the quality and level of higher education.
