This paper first discusses some related theories, for example, the city cluster theory, the governments operation function.Second, it describes the necessity of government coordination in the urban cluster development among Beijing, Tianjin and Hebei.Further analysis of the effect of government coordination in Beijing, Tianjin and Hebei in the development of the urban cluster, Beijing, Tianjin and Hebei city cluster development is impossible if it left the government coordination, but the government coordination is not everything, it also will run into a lot of difficulties and obstacles in the process of operation.In this paper concludes part, author propose the solutions to solve the problem which are met in coordination government process.
