The long period extensive type of Chinas economic development has resulted in great problems,such as surfeit investment in some industries; huge waste of energy; environment pollution and serious public health problems,which attract the attentions of both local and central governments.The central governments policy,construct environmentally friendly and economic society,stays in theory,due to the myopic policies of some local governments,which prefers developing economy on the cost of environment pollution.What are the essential reasons of the short-sighted local policies,why so many energy consuming industries with high risks,such as petrol chemistry,chemistry,steel,electricity industry were established against the laws,how to dissolve these problems through market rules and public management? This article analyzes the influences of governments environment polices and public participation to the pollution activities of enterprises,and the way interests groups affect government decisions from the view of interests group.This article also provides some suggestions for public interest groups to participate government decision legally in the social renovating China.
