随着国民经济的高速发展,特别是私营经济的飞速发展,原有的煤炭生产已远远不能满足社会经济的发展,煤矿企业进入良性循环过程,开始扩大再生产,全国各地纷纷上马大中型煤炭建设工程。笔者近年来由于工作需要,参与了几个大型煤炭建设项目,发现基建工程中暴露出许多问题,诸如工程投资超支严重、质量不过关、工程进度与项目资金不配套、与项目建设有关的腐败现象和经济犯罪案件时有发生,这些都与内部控制有关。没有内控制度或者内控制度只是流于形式,都会造成上述问题。
